Taking a dig at the BJP he said “When we promised a Government of aad aadmi, BJP came out with the ‘India Shining’ slogan because their leaders do not go to people, do not mingle with them and do not share their meals. As a result they could not understand the poor state of affairs in the villages and thought that India was shining. But the people gave them a befitting reply and elected a pro-poor Congress led Government at the centre”. He categorically stated that that India cannot shine till the day there is no poor person in the country. He underlined that the Congress is committed to work for the poor, dalits, adivasis and underprivileged.

Elaborating on MGNREGA the flagship programme of the UPA he said that the UPA Government brought in the biggest employment generation scheme called MGNREGA for the benefit of the poor. All the states welcomed this policy and implemented it at their places. You got to Andhra Pradesh or Kerala you can experience that.

Once again pointing fingers to Mayawati he said, “state Chief Minister says that there is no benefit by this scheme for the state of UP. She said that publically in Lucknow during a public meeting in 2007. The real beneficiaries of the MGNREGA scheme in UP are the ministers, contractors and authorities as the money sent by the centre go to their pockets.”

“The Centre has sufficient funds. And we are ready to send any amount of money demanded by the state Government. But the real problems is the money sent by the Centre is being eaten up by Mayawati’s elephant in Lucknow. Because of this the money sent under the schemes like MGNREGA and JSY do not reach you” quipped Rahul Gandhi.
“The Governments in U.P for the past 20 years work only for a particular caste. They do not think about Uttar Pradesh. They make policies for their own castes” he added and continued “But Congress talk about the entire people. “

“Your people go to Mumbai, Delhi and Haryana. The shining metro in Delhi was made by the labours from UP. The roads and buildings in Mumbai were built by them. Who got the benefit, the respective states. Without the people of UP Punjab would not have surged ahead in the field of agriculture,” he added and asked “Don’t you need jobs in U.P? Don’t you need to make roads and buildings in your own state”?

To reiterate the need that leaders should go to the people to realize their problems Rahul Gandhi detailed one of his experiences; “I went to a hospital in UP where some painting and renovation works were going on. I went inside. There were no doctors, patients or nurses. Dogs were scampering inside. I asked them what is going on. They said that Mayawati is on a tour to this area and she will be visiting the hospital and therefore the renovation. As she was expected to take the road route so the roads were being repaired and the hospital building was being painted,” he said.

Once again stressing on his opinion that a leader should go to the people Rahul Gandhi said, “till a leader goes to the poor, stays with them, eat at their home and drink water from their houses, he cannot understand poverty. Till the leaders understand the poverty and their pains UP cannot be changed."

“Till your leader comes to you, travel through your roads, stays at your house, shares meal with you and understand the reality the state cannot progress“ he emphasized. He then commented “there was a time when Mayawati and Mulayamji went to the people and used to be angry to realize their issues. But now, they stopped going to the people and do not bother about the poor. They see the world from Helicopter only”.

Rahul Gandhi went on to say “you should bring in a government that works for the entire society – all caste and religion, the poor, dalits, adivasis and the underprivileged; a Government of aam aadmi. Congress can assure that we can change the state in ten years. So think for a change. Change your thought process. Bring in a Congress Government”.
“All Congress Governments work for the poor. We send money under various schemes to UP too but that does not reach you. So bring in a Congress Government and change UP” urged Rahul Gandhi concluding his speech.
