Launching a scathing attack on Mulayam Singh Yadav and Mayawati for putting the state development in back gear during their regimes, Congress General Secretary Rahul Gandhi has said that Uttar Pradesh will be again No. 1 in development if the people in the state elect a Congress (I) government.
