Informing the people that the Congress (I)-led UPA government at the Center had approved a Rs. 8000 crore worth relief package for drought hit Bundelkhand, Congress General Secretary Rahul Gandhi has flayed Mayawati and her BSP Government for utterly failing to utilize these funds properly for welfare schemes for the people of the region. Her government managed to utilize less than 10% of the funds provided by the Congress-led UPA Government at the Center, said Rahul Gandhi while campaigning in Uttar Pradesh. UP government submitted a utilization certificate for only Rs 71.92 crore against the fund release of Rs 800.97 crore, said the Congress leader. Rahul Gandhi pointed out that there was poor monitoring and rampant corruption in implementation of the package. Minister of state in rural development and Jhansi MP of Congress, Pradeep Jain, said, "Bundelkhand is not the focus of the state government. The funds are being released from Congress-led Central Government and the state could utilize only 8%-9%." Guaranteed employment under MNREGA is not being given to the poor. BPL cards have not been issued to many poor and those who have got such cards have not got job cards to enable to seek employment under MNREGA scheme. Because of rampant corruption the funds earmarked for capacity building are being used for buying toys, calendars, laptops and for paying telephone bills and photocopies, said the Congress (I) leader.

If Congress gets a chance, we can start changing this state in five years and in ten years, people from outside will come here looking for jobs,” assured the Congress leader. We implemented Mahatma Gandhi NREGA policy to address the issue of unemployment in the villages by which every poor is guaranteed for a minimum of 100 days’ job every year. The UPA framed policies like Jawahar Lal Nehru National Urban Renewal Mission to ensure house, water and roads, National Rural Health Mission to provide adequate health facilities for the poor, Sarva Siksha Abhiyan to ensure that every children in the age group of 6 to 14 get proper education, Mid-day meal scheme to ensure food to every children in the schools, Pradhanmantri Gram Sadak Yojana, opened up new Universities and implemented Rajiv Gandhi Electrification Scheme to provide electricity at every place”.

“Congress treats everyone equally,” said Congress President Sonia Gandhi while addressing an election rally in Moradabad. “When the poor farmers were struggling because of huge debts, the UPA Government helped them with a scheme to waive off their loan worth more than Rs. 70,000 crore. But due to the wrong policies of the state Government the farmers in UP could not avail its benefits. We increased the procurement prices to help the farmers. There is no shortage of fertilizers at the Centre and it sent fertilizers to UP, too. But because of the corrupt distribution system by the state Government, the farmers are not able to get adequate fertilizers in UP,” she added.

Mayawati wants to divide, not unite: Congress (I)


Congress accused BSP chief Mayawati of worst administration in the state and also alleged that she has queer knack for breaking things apart rather than putting them together. Congress was reacting consciously about the proposal for splitting the state of Uttar Pradesh.

Mayawati has proposed to split Uttar Pradesh to four. Congress slammed Mayawati saying that there is no proper administrative smoothness in the existing system as of now. There are 75 districts in UP. No courts or collectorates have been set up; no office of a district magistrate (DM) or superintendent of police (SP) has come up in the newly creating districts. For example, Kushinagar, created in 1994, lacks even a post-mortem house, so bodies are carried to other districts for autopsy, creating havoc for the police and kin of the dead. Mayawati latest funda is splitting UP into four states. Congress (I) has said this confirms Mayawati is not interested in issues which aam admi is facing in his daily life; as a digression she has only been engaged in breaking districts and finally the UP state itself.
